Governor Greg Abbott has issued an executive order requiring Texas hospitals to monitor and report the costs associated with treating undocumented migrants. The Dallas Morning News reported that the directive comes as immigration remains a focal point in the presidential campaign, with Abbott criticizing the Biden administration’s border policies. He emphasized that Texans should not bear the financial burden of healthcare for undocumented individuals, instructing the Texas Health and Human Services Commission to collect this data quarterly. The order also mandates that hospital staff inform patients that their immigration status will not affect their access to medical care. Critics, including Kassandra Gonzalez from the Texas Civil Rights Project, labeled the order as “xenophobic,” arguing there is no evidence that undocumented immigrants significantly impact healthcare costs in Texas. The Texas Hospital Association stated that hospitals are legally obligated to provide life-saving treatment to all individuals, regardless of immigration status, and that the new reporting requirement is an added burden.
